INTRODUCTION

1.1   Background of the Study

        Poverty is the scarcity or the lack of a certain amount of material possessions or money. Poverty is a multifaceted concept, which may include social, economic, and political elements. Nigerian Government efforts at poverty reduction have not yielded the desired results as expected. The Human Development Index Report for 2013 ranked Nigeria 153rd poorest out of 186 poorest countries in the world (UNDP, 2014). Oyekale, Adeoti and Oyekale, (2014), noted that poverty incidence in Nigeria is higher among the rural-folks, that is, households that rely mainly on agricultural income.

        Poverty has been an important challenge to the different level of governments in Nigeria. The consequence, which includes lack and deprivation in the essential requirements of life, is annoying. Similarly, Chen and Ravallion (2004) and Deaton (2001), has refer to poverty as global catastrophe affecting all country of the world, and had provided definition, measurement and analysis of poverty. Similarly, baker and Schuler (2004) position that much of the available literature centres on analysing poverty at the countrywide level, or spatial disaggregation by general categories of urban or rural areas by means of adjustment made for regional price differentials.
