ABSTRACT

The study on the role of head of personnel in administration of local government council was investigated using Oron political environment as a case study. The staff strength of Oron political environment constituted the population of the study from which sample sizes of 64 respondents were randomly selected. Data collection through the administration of questionnaire is analyse using sample percentage and T-test statistical tool to validate the research hypothesis. The research also make use of yard formula propounded by Yaro Yammani in 1997. The result revealed that Oron political environment do have a training and development programme. They are qualified train human resources. The problem encountered in local government council is that there is know adequate planning among others. This work conclude that the head of personnel play major roles in term of productivity in local government council. However, it is highly recommended that the effective utilization of the role of head of personnel in administration of local government council are enumerated.

CHAPTER ONE

1.0   INTRODUCTION

The essence of Head of personnel is to design a system which create and maintain conducive environment for increased participation of the employees towards the achievement of the organization objectives. The prosperity of a business or industrial undertaking depends upon the effort of the human being employed in it. If every employee is suited to his job, does it efficiently and enthusiastically, and actively promotes the interest of the business. It will prosper to the fullest extent allowed by external influence (Nwankpa, 2008). In al activities there are men and women whose job is to plan, organize and control the work of others. They are leaders of groups of varying sizes. They use their own capabilities and those of their subordinates to get thing done. They little they are given way vary with the level of authority or the prestige attached to the particular appointment managing director, administrators, managers, executive, supervisor, foreman, as well as other specialized titles, but here each of them is considered to be a manager. A manager can achieve little on his own, he is dependent on the efforts of others. He must know what they have to do, how to do it and what there is a common understanding of objectives. At the same time the worker must be given as which responsibility for their work as possible, (Barney, 2006). The head of personnel or personnel manager is concerned with the selection, methodical development and effective utilization of the right job.
